A Labour Market Information System is a set of institutional arrangements, procedures and mechanisms that are designed to coordinate the collection, processing, storage, retrieval and dissemination of Labour Market Information (Sparreboom, 1999). Institutional Labour market information system (LMIS) provides a basis for employment and labour policies to enable the design, implementation, monitoring and evaluation of policies. In addition, LMIS is a crucial input to informed decisions on the labour market policies at the national, province, and local levels. A dynamic and comprehensive LMIS facilitate labour market analysis providing different kind of information from different institutions. One of the feature of LMIS is to enable matching of skills, educations and jobs between supply and demand. The fundamental requirements for labour market information systems are as follows:

  • Information sources
  • Monitoring and evaluation mechanisms
  • Data collection, analysis and dissemination techniques
  • System managers, data gatherers, operators and analysts
  • Users, individuals, organisations, government

The first component, political and institutional support, has vital importance and priority for a well-functioning running LMIS. The main objective of LMIS is to meet information needs of different labour market stakeholders, including new graduate young people, job seekers, unemployed people, education and training institutions, labour market intermediaries, policy makers, planners etc. from one stop store with robust, optimum, user friendly, dynamic database dissemination methods. LMIS aims transform of labour market data into information and analysis for policy makers and other labour market stakeholders.

Current days, labour market analysis is the evolution of manpower planning, and improved for generation of resolution oriented labour market policies.

The other most important feature of LMIS is to enable efficient labour market analysis. Labour market analysis is defined as the measurement and evaluation of the economic and demographic forces, which have very strong relations to the education and employment process. Such economic and demographic forces consist of labour force changes and characteristics, population changes and characteristics, industrial structure and developments, technological changes and developments, changes in consumer demand, wage levels, skills requirements, recruitment practices, employment conditions and educational opportunities.

The institutional role of LMIS is also information exchange or coordination of LMIS activities of labour market stakeholders, including statistical agencies, research institutions, and agencies involved in policy making and implementation, employers and workers' organizations. Labour market information includes information on the past, current and future trend of labour force demand and supply, wages, working hours, employment structure, job seekers and job openings, laws and regulation on the labour market, occupations, industries, vocational education and training, job guidance and placement and labour market programmes and policies.

The process or system that collects analyses and distributes this information is a labour market information system. The system can improve job search and job placement, matching of skills, job and training at the demand and supply level. In the case, the system contains different kinds of information from different stakeholders, harmonization between databases is essential. In order to enable matching and analysing of data, the system is supported by dynamic databases. The formation should be accessible, appropriate, standardized, nationwide and specialized. All stakeholders, government, employers, workers, educators, trainers and communities should be included in the labour market information system as information users and producer.
There are various sources of labour statistics based on censuses, researches, administrative records. Censuses and researches are divided two main categories as household and establishment-based studies. One of them is household-based studies which are consist of population censuses, labour force surveys (LFS), and household income and expenditure surveys (HIES) and the other household-based researches.

The other one is establishment-based study and consists of establishments (business) censuses and other establishment-based surveys such as employment and earnings surveys, skills demand survey, occupational employment and vacancy surveys.

The other major source of LMI is administrative data (records), such as educational enrolment data, migration records, unemployment and employment services records. The main characteristics of the labour market information are their reliability, comparability and representativeness of labour market. Hence, when referring to labour market information, it is crucial to understand the type of source used its methodology and coverage (geographical, population, topics, etc.). The other most important feature of LMI is dimensions of data.

Classification of information such as occupations, economic sectors, gender, region, level of education and age by considering international standards is very important in making comprehensive analyses. Labour market stakeholders constitute from the labour market data/information producers and users. The labour market information plays a crucial role for different stakeholders since it is being the most effective, fast and reliable resource to meet information needs of various stakeholders.

LMIS is the only source of information that provides qualitative and quantitative information for human resource development and management. This information is produced by a number of different labour market stakeholders. Some stakeholders can be both information sources and information users at the same time. For example, while employment office is one of the most important labour market information producer, it is also the major users of the LMIS. So many different labour market stakeholders needed different kind of labour market information in the decision-making process. There are a large number of different players in the labour market presenting a diverse set of needs. User requirements should play a key role in defining of the features and elements of an LMI system.

One important note, it is crucial that any LMI system take into account the needs of intermediaries and their roles as part of the overall design of the system. For example, public employment offices, private employment services, counselling services educational and training institutions, economic development planning, human resource specialists and consultants, etc. According to the international common practice, the main users of LMI are grouped as follows:
  • Policy makers, planning for human resource and management
  • Educators and trainers making education and training programs
  • Employment service agencies (EO), intermediaries/ counsellors
  • Labour Demand (Employers and employees’ organizations), seeking workforce
  • Labour Supply (Individuals, students, job seekers and unemployed), making career planning or searching for a job
